A WORD FROM NATIONAL OFFICIALS CHAIR ON DQ SLIPS

 

The Scrivener's Error

A scrivener’s error (aka clerical error) is a typographical error or the unintentional addition or omission of a word, phrase, or figure in writing or copying something on a record. Such an error is made by mistake and should be readily corrected without objection. Why do I bring this up?
 
At our 2017 convention in Dallas during a workshop on coaches and officials working together, a member of the audience brought up the idea that a mistake in filling out the disqualification form should result in the disqualification being overturned. The simple answer to that idea is “No.” Clerical errors should be corrected. The DQ slip is informational. When the referee, after vetting the call, determines the DQ is valid, the swimmer is disqualified. After the vetting process, the slip is filled out to provide information to the swimmer and/or coach. The rule book gives only slight mention to the DQ slips, saying only “shall report any violations to the Referee on signed slips detailing the event, the heat number, the lane number and the infraction (102.13.3).”
 
If the slip is filled out incorrectly due to a scrivener’s error, correct the slip. The DQ is valid. Having vetted the call, the referee decided the DQ was valid. A clerical error is filling out the form does not invalidate the call.

OFFICIALS RE-CERTIFICATIONS AND RE-CERTIFYING
    We are changing our re-cert policy.  We will not be hosting re-cert classes anymore during meets.  To re-certify, you will go online and sign into your account at USA Swimming.  Go to Officials, then testing and certification, under select a test, select the appropriate re-certification test for your highest certification level.  For referee's you will need to take the deck ref and admin ref re-cert tests.  This should make it more convenient for you since you can take the test at anytime. 
     If you  have any questions, please let me know or if you have questions concerning a stroke infraction, you can always ask the Meet/Deck Referee at the next meet you are attending.  They will be more than happy to talk the situation through with you.
     I do not check the USA website on a daily basis to see who has taken the tests so I would  ask that you email me when you have completed the test(s) so I can update your cards.

    New members will select Option 1: New Member Background Check
    USA Swimming switched Background Check providers and all BGC for everyone will be NEW not renewals until you renew in 2 years where they will be renewals at that time.

  • Athlete Protection Training - Your APT certification must be renewed every two years. Go to www.usaswimming.org/learn and follow the instructions posted.
